Board members denounce Banks at CCSB meeting

MARIETTA — Cobb school board members Kathleen Angelucci and Alison Bartlett asked that fellow board member David Banks be censured for allegedly snooping on his reelection opponents and their children.

Banks, a Republican with two GOP challengers — Lisa Hanson and Stephanie Henry — in the July 31 primary for the seat representing northeast Cobb, called the accusations "garbage."   

The board will take up the censure effort at its Aug. 8 meeting.

On Thursday night, the board also learned more about how Cobb students did on the Criterion-Referenced  Competency Tests; approved Superintendent Dr. Michael Hinojosa’s recommendations to move Sprayberry Principal Ed Wagner to Kell High and promote Vaughan Elementary Principal Barbara Swinney to Area 1 Assistant Superintendent; and named Deborah Randazzo the district’s new director of internal audit services.

The board also approved a portion of the revised Strategic  Plan, which includes the core values, beliefs, vision and mission statements,  and goals.

Thursday night’s meeting began and ended with discussion about  Banks’ July 7 David’s Grapevine newsletter, in which he said he contacted area  principals to ask them if his two opponents in the July 31 Republican Primary  were “active” in her schools, with Angelucci making veiled references to the  issue before leading attendees in the Pledge of Allegiance.

During the  public comments portion, Post 5 parent Fara McCrady addressed the board about  the newsletter statement.

“This represents an inappropriate use of power  and a lack of respect for the relationship between principals and the families  that they serve,” she said. “I would like the board to publicly address this  issue and to assure Post 5 constituents that this questionable behavior will  cease immediately.”

Toward the end of the meeting, when board members  were given time to speak, Banks addressed McCrady’s statements.

“There  were some things said tonight that I find disgraceful, outlandish and they were  accusations that had no merit,” Banks said. “I think that this is a blot on the  character and the constituents of Post 5 and I find it very  objectionable.”

The buck didn’t stop there, though. Angelucci read a  nearly six-minute long prepared statement about why she believed Banks violated  board policies.

“I believe that (Banks) willfully and knowingly  compromised the Cobb County School Board and Cobb County School System  administration by violating the rules, policies and protocols that were agreed  upon by the Cobb County Board of Education and submitted to SACS (Southern  Association of Colleges and Schools), of which he is a member,” she  said.

During her speech, Angelucci said she had heard that Banks had  shown up at various schools a number of times without giving them notice of his  coming, sat in on staff meetings and most recently spoke to a principal about a  student and parent.

“The board chair has been made aware of these  breaches, as well as the district’s attorney and the superintendent of the Cobb  County School District. As the Cobb County Board of Education, we are duty bound  to act and protect the safety of all students and uphold board policies,  protocols and the law.

“If we are in fact expecting employees of this  district to do so or be held accountable if they do not, so should this board.  Why did we agree to board protocols and what is the purpose of board protocols  if we do not honor them? (Banks) is an elected official and as such the voters  will decide if he is to represent them again but as an entity the least we owe  this district is to hold accountable and as much as we are able anyone who  violates policy or more importantly the law.

“The board is entitled to a  thorough explanation from the superintendent on how exactly district employees  shared information with (Banks) about his opponents or their children, students  in the district that we are duty bound to protect. I strenuously insist that the  chair act within his capacity and draft a resolution for censure of (Banks) for  the continuous violations of Cobb County Board of Education policies and  protocols, as well as the Code of Ethics and Administrative Rules of the Cobb  County School District.”

Hinojosa told Angelucci that he was assured by Banks that there were no records shared and that he verified that with the school principals.

“I am assured that none of the  staff shared records,” he said.

Also in response to Angelucci, Banks  said, “If I didn’t know better, I think Mrs. Angelucci is campaigning for one of  my opponents, which has fabricated a lot of this stuff that Mrs. Angelucci  alluded to today, which is all totally false and really nothing but a bunch of  garbage. There’s no fact to any of it. If you’re gonna have some facts, get your  facts right and what Mrs. Angelucci alluded to was just totally false and no  merit to it what so ever. If you want to campaign for my opponent, go ahead but  you don’t need to do it here.”

Angelucci did not respond to Banks at that  time and declined to answer any additional questions about her request after the  meeting.

During the meeting, Board Chair Scott Sweeney  reminded the board members that under no circumstance are they allowed to show up to a  school without at least giving 24-hour notice to school administrators, that  staff meetings are not open to board members and that it is inappropriate for  any educator to share information about a student with a board member or any member of the public.

He also asked Board Attorney Clem Doyle what the process for censuring a board member entails, to which he  responded that two-thirds of the board would have to vote to have a hearing  about the specific board member or they could send a letter to the board member  outlining the details, which has been done in the past.

Sweeney attempted  to ask a few more questions of Banks about the Grapevine newsletter, but Doyle  interrupted him and advised that he should have the formal conversation about  the incident and the newsletter at the August work session, when it is a  discussion point on the actual agenda.

After the meeting, Sweeney said  the option to censure Banks would be solely an agenda item during the Board  Business portion of the Aug. 8 work session meeting and not up for a  vote.

In other news, the board also heard from Chief Academic Officer Dr.  Judi Jones about how well Cobb County students fared on the CRCT. The scores for  each school were released July 12.

“There is a lot to celebrate with the  results this year,” she said. “Our students were strong in every content area  and grade level.”

Of the highlights Jones pointed out, she said that  there was an overall increase in every subject in every grade except for  third-grade science, where there was a decline of 1 percent in scores, in eighth  grade, there was a 5.2 percent increase across the board over last year’s scores  and that in science and social studies, all grades increased in the number of  students who exceeded the standards.

“That speaks well to the rigor and  dedication of our teachers,” she said.

Angelucci applauded the teachers,  saying it was “wonderful, wonderful news.”

Banks echoed her comments,  adding that the students needed to be commended for their efforts too, saying “job well done.”

Tim Stultz, who represents southwest Cobb, said that  while he was proud of the scores, he wanted to reiterate the importance of  social studies.

“I’m disappointed how far behind it seems than with  reading and mathematics,” he said. “We cannot let it become a forgotten  study.”

Sweeney also asked Jones about what the high-performing schools  will have to do in the future.

“If you have a school at 99 percent, how  do you improve over that?” he asked.

“They will start to look at the  growth of individual students,” she replied. “It’s a possible moving of the bar … a different type of test.”

He also asked that if the changing of the  curriculums would affect how they compare last school year’s scores to next  school year’s scores. Jones said she didn’t think it would be proper to do that  but she hasn’t received any direction from the state yet.

In items that  the board did take action on, they unanimously approved Hinojosa’s  recommendation to move Wagner from Sprayberry to Kell.

“He’s done a great  job (at Sprayberry),” Hinojosa said during a break at the meeting. “He expressed  some interest in the position.”

Hinojosa also said the decision to move  Wagner from Sprayberry to Kell was an “appointment.”

“This is one of  those times that I had to do that. I reserve the right to do that and I did have  support from the board,” he said.

Banks, who represents Sprayberry, said, “I’ll personally would have liked to see him stay at Sprayberry but I  congratulate him on the choice that he has made … the community of Kell has made  an excellent choice and from the school standpoint and the district’s  standpoint.”

Wagner has been at Sprayberry since 2005, most recently  serving as principal since 2009. Hinojosa said recently retired Hightower Trail  Middle Principal Hilda Wilkins will serve as interim until they hire a  replacement for him.

Kell’s former principal, Trudie Donovan, retired  after 34 years as an educator after she allegedly failed to report child abuse  within 24 hours of learning that a teacher sexually abused a student.

The  board also approved moving Swinney from Vaughan Elementary, where she’s been  since 2006, to Area 1 Assistant Superintendent. She replaced Robert Benson who  moved to Virginia after being named superintendent at a small school district  there.

Swinney has been an educator in Cobb since 1998 and an  administrator since 2001. Hinojosa said he wasn’t sure when her replacement at  Vaughan would be hired but they should be posting the job on the district’s job  website within the next two weeks.

The last personnel appointment was of  Randazzo from the manager of local school accounting and property control to the  director of internal audit. She is replacing Mima Carmichael, who retired after  23 years with the district.

The board also approved a portion of the  revised Strategic Plan, 6-1, with Banks opposing.

They agreed on the five  core values, five beliefs of the district, the vision and mission statements,  and the four goals the district has outlined.

Banks said he opposed the  agenda item because he did not agree with Goal No. 2, which stated “Differentiate resources for areas/schools based on needs.”

“I see that  as us relinquishing the board’s authority and giving it to the superintendent,” he said.

Jones said that is not what is meant by the goal and that it was  one that had been talked about quite a bit and “tweaked” a lot since they began  working on the goals a few months ago.

“We took it as looking at the  schools and recognizing that the needs are different,” she  retorted.

Banks also questioned how they are going to engrain the core  values into the Cobb Schools community. Jones said that is the next step in the  revision process and she will be bringing it back to them at the August board  meetings for approval.

In other business, the board also  approved:

n A property tax rate of 18.9 mills. The Fiscal Year 2013  budget, which was approved by the board on May 21, was created with a tax rate  of 19.9 mills in mind. If approved, the board would use $20.3 million in excess  SPLOST II funds to buy the tax rate down. A mill is $1 for every $1,000 of  assessed value.

The vote was 4-3, with Angelucci, Bartlett and Tim Stultz  opposing.

n A $540,000 contract extension with Telematics Solution to  Sprint/Actsoft for the Telematics Information Management System for the Cobb  Schools transportation and maintenance departments. The service helps with the  school bus GPS and two-way radio communication.

n A $386,000 contract  with Beatty Construction Inc. of Austell to convert the new band instrument  storage room at Lost Mountain Middle School into a networked lab, move the  instrument storage cabinets into a band room, and add handicapped restrooms and  modify the classroom for moderately intellectual disabled students.

The  project is $148,437, or 29 percent, under budget and is expected to be completed  by Oct. 19.

n Collecting $110,871 in Capital Outlay Project Closeout  reimbursements from the Georgia Department of Education for construction  projects at Davis, Addison, Belmont Hills and Sedalia Park elementary  schools.

n A $1,600 per month lease to rent space on the third floor of  the old Paulding County Courthouse for the Cobb/Paulding Adult Education Center.  The rent would be paid for by a Technical College System of Georgia grant. The  center provides educational opportunities to students 16 or older in Cobb and  Paulding counties.

n An agreement with American Traffic Solutions of  Scottsdale, Ariz., to begin writing violations for anyone caught on a stop-arm  camera passing a school bus illegally. The Cobb County Commissioners will  consider it during its July 24 meeting.

The company will be take the  video provided by the district, determine if it’s a violation and issue  citations. Deputy Superintendent of Operations Chris Ragsdale said there is no  cost associated with the agreement and was unable to say how much revenue could  be brought in from the citations, but he said any funds collected would be used  to maintain the stop-arm camera use.

n A $425,000 Request for Proposal  with Majestic Contract Service and PCM Electrical Contractors for electrical  expenses; a $425,000 RFP with SouthCore Construction Inc. and Triad Construction  Company Inc. for construction services; and a $350,000 RFP for moving technology  services equipment. These costs are all to help keep SPLOST III additions and  renovations on schedule through the summer, Ragsdale said.

All you people who just speak out in hate against Ms Angelucci without knowing the facts just shows your ignorance. She is the one taking the heat because she is the only one who hate the guts to speak out say what the rest of us out there feel. Banks has had a history of showing up at schools un announced and making snide and veiled threats to school personnel. I don't work for the school district, nor do I have family employed so this comes from a parent who is involved and has seen it first hand. What he said HIMSELF IN THE PATCH ARTICLE was not made up but said by him. He had no business doing this. I understand wanting to discredit his opposition for his campaign, but if that is the case then what did he ever do as a parent in his childrens' schools? Kathleen didn't do this to help or hurt anyone's campaigns. She is just sick of it as other members of the board are. She just has the guts to say something!

bravo stop the hate!! I think everyone who attends or watches school board meetings is stick of Banks!!! He is unprofessional, lacks a basic understanding of what a school board member should act like, and says comments that cause everyones jaw to drop because they are so outlandish! Glad Angelucci stood up and said what everyone else was thinking!!

As I understand it, Ms. Angelucci does NOT know Ms. Hanson. What a shame that she has put her nose in where it doesn't belong and has compromised the campaign of Ms. Hanson.

Mrs Angelucci is at it again. Speaking without merit. No where have I read except in these comments that Mr. Banks asked about a student. From what I have read Mrs. Hanson brought her daughter into the picture. He asked about her not a student's involement in the schools that the paper wrote about. I have asked the same thing but no one seems to know what she has done. Must be a secret This is truely a Salem Witch Hunt in Cobb county fueled by a few unhappy people. We know what happened there don't we?

This is just as bad as the lynching of the calendar before all the evidence was in. Remember what happened to Leo Frank when a few took things into their on hands. This has and will remain a dark cloud over Cobb for a long time. Mr. Sweeny came in thinking he could change things fast but is learning there are may things to running a school system handed down by county,state,and federal that tie your hands. Don't bash him he is trying. Mr, Schults is young and he will mature. Mrs.Angelucci seems to only focus on herself. Sorry but that is what I see and hearfrom her.c

The interesting thing about the audit position is that she was allowed to go to school, on the clock no less , by Robert Morales (he caught some grief for that) to get her degree only 6-7 years ago while she was his SECRETARY. He them quickly promoted her to a manager job and now they pushed her up to near six figures reporting to the Supt.. She does not have a cpa or any long term experience in auditing or accounting so obviously they wrote this job to put her there for some reason. Was it due to her expertise and experience or as you hear so ofter in government, pass the trash with promotion? I wonder if she will actually ever have to do anything or is she just set for life now?

I have not really paid too much attention to Mr. Banks and the school board until the most recent incident was brought up. I spoke with a friend of mine that is level headed and teaches at Lassiter.

She said that a large number of teachers were extremely uncomfortable when David Banks has shown up unannounced at a number of closed meetings and tried to force his views upon those gathered.

To be fair, She did seem to think Banks meant well but thought his participation had crossed the line and could not remember any other board member doing that in her 23 years of teaching.

I can not imagine how awkward it will be for the teachers when he shows up this Fall, whereas he has basically said one of the major teacher groups did not reflect their views.

Bottom line: I hope Mr. Banks has learned his lesson and will stay out of closed school events, board member or not.

Thank you Kathy for finally speaking up in public about David Banks and the Grapevine. He clearly has violated the rules, policy and protocal of the board. This has been going on well before the elections and before SACs. He was supposedly told to stop which he clearly has not and continues to bash the members of the board. I am glad that this is now out in the open and that it will force the Chairman to address the issues brought forth. I am appauled at all the blogs that still rant on about the calender. There are so many pressing issues facing this district. Two of the ost pressing First and foremost is for board members to follow the RULES. Second - action must be taken to address the budget deficit and not on the backs of the teachers. I voted for the Chairman because he ran on the platform that he had budgetary experience and I have not seen anything but a runbber stamp.

It is a pity that the Banks/Angelucci mud slinging overshadowed the approval of the bus camera arrangement. They agreed to allow a private company to impose $300 fines on people who pass loading/unloading buses and keep 75% of the money! Then the CCSB and Cobb police will split the other 25% after the police review to pictures to verify it really happened. Why would Cobb police be involved in this at all? The CCSB has it's own police department. Don't they know anything about traffic law? This program will have minimal impact on the safety of the children and only work to pad the pockets of the CCSB and the private vender. Whatever money the police receive will go into the general fund while taking at the least one office off the streets where we need them.

This article has given me so many reasons to vote for Stephanie Henry. Banks and Hanson both need to get a new campaign manager. Thank goodness we saw your true colors before we elected either one of you. We need a person who truly cares about the education of all Cobb County students and not someone who wants to promote their own agenda.

You would vote for someone that can't spell, sleeps through every meeting, can't get along with any of the other board members, has zero integrity ,has violalated untold ethics laws and feels that he is all powerful enough to intimidate principals in his district just to get information on his opponent just because you dont like another board member. I am just going to believe that you are crazy banks or a legacy park loon, not a real parent.I

To answer your questions... 1. Yes, Banks needs spell check and a proof-reader. 2. He's not there to "get along" but to represent the interest of the Post 5 schools. 3. Do you really want to compare Bank's ethics with Angelucci and Bartlett? That's funny - you must not follow the school board very closely. 4. Ms. Hanson never said that he intimidated an administrator or asked for information on a student. 5. Not crazy, but thanks for asking 6. Lived in Post 5 for 18 years (not Legacy Park). 7. Very involved parent with 3 kids in 2 Post 5 schools. From your statements, I would imagine that you don't live in Post 5 and can't vote here anyway. I really wanted Stephanie Henry to win and was prepared to campaign for her. Unfortunately, she's not serious about the campaign. I have no choice but Banks.

how naive do you have to be to think that banks (and others in CCSD) aren't up to their dirty little tricks? If you are shocked and appalled by this "attack" on banks' character you had better crawl back under your rock and let the hardened voters vote. it would be nice if politics at this level weren't ugly, but they are.

from what i've heard our school system has a lot of internal issues, and we need people on the board AND the administration to right the ship, not play games.

It just became a bit easier. I like that banks doesn't back down on what he believes, and that he supports teachers. I like Stephanie Henry's statement about getting a new attitude about education. I was listening to, and somewhat interested in the direction Ms. Hanson spoke of regarding fiscal conservative action (or non-action). This story today, and the statements last night by Angelucci have just moved Hanson out of my consideration. I wonder how many other people will choose not to vote for Ms. Hanson because of this. Ms. Angelucci's statements drove me to take a closer look. I'm turned off by the way Ms. Hanson attacked Banks, without real merit to her statements.

Post5Cobb - completely agree with you. Wanted Stephanie Henry to do well since our children attend the same schools, but she doesn't seem to be serious about the race. I'd really like to for a parent that understands the needs of Pope and Lassiter to represent Post 5. BUT if Angelucci supports Hanson, I won't since her tactics are exactly what is wrong with our school board. Seems that Lisa Hanson is not in the race for the right reasons, and she has no leadership experience in education. Angelucci sealed the deal for me and at least 8 other people I know.

If Banks were for teachers he wouldve been endorsed by the teachers groups, and from what I understand, Ms. Hanson has never met any of the board members other than sweeney. Why is everyone attacking Ms. Angelucci? She is the only one to stand up for doing what is right. Why does the CCSD let this poor excuse of a board member (banks) get by with all the infractions he has had? At least the two strong women on the board are calling them out on it.

I have to jump in to this commentary! I have actually been invited by Mrs. Henry to participate in parent discussions in our neighborhood. I attended and found her to be well informed of many educational issues in Cobb, i.e. Teach for America for one thing! She was breath of fresh air and totally approachable! She told us that she has attended public forums and debates for the past three months. She seems pretty serious to me! For anyone to suggest David Banks has a serious platform, take a look at his website. I think he has 7 sentences regarding goals for the school system and they are VERY vague for someone who has served already for 4 years! In reference to Banks accusing his opponents for misrepresenting their volunteer history in the schools, I know for a fact that Mrs. Henry sits on the board of Pope High School football and has committed to this organization for years! People have a lot of respect for her involvement and from what I have seen the woman never sits down! Mr. Banks has used his elected position to slander his opponents (whose families and children are his constituents!), sent it out in mass email and has yet to retract or apologize. Folks of this district want integrity from their representative. Good Luck to Stephanie Henry! She is the one to vote for!

Stop wasting time on non issues. Petty board politics do not improve academics. More important issues need addressing. Voters, be sure to elect someone knowledgeable and with more than one issue to promote. Students, Teachers, Administrators, Parents,Community Members and Businesses all deserve better.

Enough already! Angelucci and Hanson took a non-issue and turned it into a freak show. One more humiliation to add to the stack of nonsense that has completely destroyed any shred of integrety in Cobb County's School Board.

Listen up board members (future, present, and outgoing). You had ONE mission to fulfill, and you continually fail miserably. You've wasted our time with calendar manipulation, textbook stickers, laptops for everyone, trips to Orlando, TFA fundraising, RIF-ing only to re-hire, survey monkeys that are meaningless, and the list goes on and on.

Your job is to provide our public schools with the tools necessary to produce the highest possible quality of education to every student in the district, while maintaining appropriate stewardship of our tax dollars, and reasonable HR standards for your employees. Period.

Just once, I'd like to watch a school board meeting where someone actually asks the question, "How does this benefit the kids' education?"

You all ought to be ashamed of yourselves.

I vote that Alison Bartlett be censured for the unparalleled rudeness she displayed to residents of the Harrison High community at her "town hall" meeting a few months ago.

Let's all hope to see many new faces on the board next January.

Mrs Bartlett, and I was in attendance the entire time, in my judgement was not rude - she showed up, took questions before the session began, took additional questions during the meeting, and stayed for an additional hour still taking heat - I disagree on her position, but respect her for showing up to a very hostile crowd and addressing all of the questions. I do not live in her district but Harrison is my neighborhood school.

I got to be honest, I was at the same meeting and did not witness your claims. The funny thing, I showed up not in love with her and I left feeling the same way.

The only rude behavior I saw was a middle age man yell something at the beginning and then left.

I sometimes come across the cobb board meetings while changing channels on my t.v. and all I can do is laugh at all that is said and what they feel is an importance issue.EVERYONE ON THE BOARD SHOULD BE VOTED OUT THEY ARE NOTHING TO BE PROUD OF.

Not too long ago the board had to handle even more egregious conduct by Bartlett who threw principals under the bus among other things. What did they do after censuring her, make arguably one of the worst school board members in the state the board chair. Hopefully her nine lives are about up. She's the poster child for what's wrong with the Cobb BOE.

The "head in the sand" crowd who for some reason need more than 4 or 5 consecutive weeks to plan a vacation are merely obstructionists and will lobby for their own interests over the interests of the students and teachers of the entire district who favor having a more balanced calendar. Hopefully candidates can be encouraged to run for office who won't put their personal agendas above the districts.

Allison Bartlett barely escaped censure for calling principals liars. She also called constituents "like Hitler." Kathy Angelucci called CCSD administrators names not fit to print. They both were involved with a blacklist of Cobb teachers that included personal information of children and spouses. Yet they want to censure David Banks for doing opposition research? Ladies (I use that term loosely) stop campaigning for your friend and focus on the important issues in Cobb!
