MARIETTA — Under President Barack Obama’s new deportation policy that he announced Friday, young people like Pebblebrook High School graduate Dulce Guerrero, a 19-year-old illegal immigrant, will be allowed to stay in the U.S. indefinitely.

Guerrero and her older brother were brought here by their parents from Mexico when she was 2 years old. Her younger brother was born here. On Friday, she was pleased with the new policy but taking a wait-and-see approach given what she described as past empty promises.

“We’re happy that it’s making progress, but we don’t want to say it’s a complete victory because it’s not an executive order,” said Guerrero, a youth organizer with DreamActivist Georgia.

“Even though he made an announcement last year about not deporting people, we still had 400,000 people deported,” she said. “Less than 1.5 percent of these cases were actually closed. So we want to see more action as opposed to more announcements.”

While he can understand Guerrero’s cautious optimism, Cobb Immigrant Alliance spokesman Rich Pellegrino said there’s reason for fellow immigrant rights activists to celebrate. He’s planning a rally at 10 a.m. Monday in Marietta Square.

“That’s youth mistrust of elders, and mistrust of the government and Obama administration’s broken promises,” Pellegrino said of Guerrero’s outlook.

“To me it’s a no-brainer that we should welcome these youth. I know people have different feelings about undocumented immigrants, but when it comes to these youth who have done nothing wrong, played by the rules, excelled in school and all they know is America, it makes sense.”

Standing in the White House Rose Garden, Obama announced his administration will stop deporting some young people who came to America as children of illegal immigrants.

“Imagine you’ve done everything right your entire life — studied hard, worked hard and maybe even graduated at the top of your class — only to suddenly face the threat of deportation to a country that you know nothing about, with a language you may not even speak. That’s what gave rise to the DREAM Act.”

The DREAM Act — a path to citizenship for certain illegal immigrants in college or the military which the policy change closely mirrors — was not supported by immigration enforcement activist D.A. King, who described Obama’s recent announcement as an election-year stunt.

“It’s the start of the incrementalism of amnesty in slow motion,” King said Friday. “The illegal alien lobby demanded that President Obama start the amnesty process, and candidate Obama is acquiescent.”

King, president of the Cobb-based Dustin Inman Society, said he believes the policy is carving out a path to citizenship and the right to vote for the same young illegal immigrants that it helps.

“Like most Americans, I have great sympathy for the young people who were brought here as babies illegally,” King said. “But that’s not what this is about. This is about incrementalism on amnesty. This will be followed by a demand that their parents should be legal.”

On Friday, state Rep. Alisha Thomas Morgan (D-Austell) commended the president’s actions.

Earlier this year, Morgan filed a resolution in the General Assembly to allow illegal immigrants to be eligible for in-state tuition at Georgia’s public colleges and universities, challenging state law that requires them to pay out-of-state tuition rates.

“I didn’t even realize the significance of this issue until I met with students at Pebblebrook — very intelligent students with very high GPAs — whose future opportunities were very limited because they just could not afford a higher education,” she said.

“I just don’t understand why we’d have a policy in place that says we’re going to educate you from K-12, but then after that, we don’t want you to have access to higher education. We know that a college education is very expensive for a lot of families and sometimes out of reach.”

A higher education has been out of reach for Guerrero since she graduated from Pebblebrook in 2011. She attended college for a semester, but had to drop out after her savings were exhausted. She now works part-time as a restaurant waitress, when she isn’t fighting for fellow illegal immigrants such as Jesus Cruz.

Cruz, a 21-year-old 2010 Pebblebrook graduate, is facing deportation to Mexico after being cited by law enforcement for driving without a license. He is scheduled to learn his fate on July 16 at a U.S. Immigration and Customs hearing in Atlanta.

“His case is a perfect case because he qualifies for the DREAM Act and has a completely clean record,” Guerrero said.

Another area illegal immigrant, whose arrest following a traffic stop at Kennesaw State University in March 2010 made international headlines, is Jessica Colotl, a KSU graduate. After she was discovered to be in the country illegally, she was ordered to complete 150 hours of community service and report to a pretrial diversion program.

She told CNN on Friday that she applauds Obama’s decision and plans to attend law school in order to become an immigration lawyer.

On Friday, Cobb District Attorney Pat Head said he would not pursue the Colotl case any further. He said she has completed the requirements of the diversion program and that prosecutors have filed paperwork to end the case, though a judge has not yet signed it.

“As far as I’m concerned, we’re done,” Head said.

That decision came as a disappointment to Cobb Sheriff Neil Warren, who said he expressed his opposition to such a move to Head when the DA consulted him about six months ago on the matter.

“I said I thought it would not be a good idea; it was just a slap on the wrist,” Warren said.

Warren, who implemented the federal 287(g) program that allows local governments to assist ICE in the deportation process, said he doesn’t believe Obama’s policy change will have much impact on 287(g) because it’s a federal and local partnership. But it will hurt law enforcement, he said.

“Anytime you can let anyone know it’s OK to drive vehicles without a driver’s license or insurance, there are consequences,” said Warren, who said Obama is pandering for votes.

“I’m totally disappointed but not surprised. Ever since (Obama’s) been in office, seems like all he’s ever done is try to circumvent the rule of law and make promises that he cannot keep.”

Today is the 12th anniversary of the death of Dustin Inman, who was killed at age 16 in a traffic collision with an illegal immigrant during Father’s Day weekend.

By the way, I just want to make a comment about the girl that lives in Dalton that was brought here by her parents when she was younger. She married an American citizen, but they went back to Mexico so that she could enter the U.S. the legal way. Unfortunately she will probably have to wait 10 years, but I applaud her for trying to do the right thing. I believe she should be allowed back in. Maybe that is the law that should be changed. If the illegals went back to their native country and then tried to come in the legal way, then don't make them wait 10 years. Reward them for trying to follow the rules.

Ahhh, something we can agree on...that is exactly what Comprehensive Immigration Reform is all about...reducing the waiting times for legal entry for those that qualify is a big part of it. But it must include a pathway to residency and even citizenship for those who have been here a long time and have earned their stripes and are willing to jump through some hoops without having to leave here where they have built lives. It will never happen anyway and everyone knows that so let's start over with sensible laws, border security, waiting times, etc. We have always been willing to compromise regarding these details but the far right has always blocked those that want a moderate middle of the road solution and are essentially holding the country and congress hostage, as they do on other issues, and then blame the President and other members of Congress for not doing anything.

Please try to learn the facts before you mouth off--especially when you can't even spell the word moron :-).

These youth and all undocumented immigrants had drivers licenses or tried to get them but they were revoked or denied by this state for purely reasons of bigotry. So the legislators and their supporters like the Sheriff (who is a politician and has no concept of law enforcement as his actions have clearly made us less safe) jeopardized your safety...not the immigrants.

Now, thanks to Obama, they will have licenses and insurance. Can I hear a "Thank you President Obama" ?

Regarding jobs, they do jobs that you won't do and their buying power actually creates jobs for you, including Pam on this list who clearly doesn't want to work as I have offered many times to help her get a good paying job but she prefers to complain and blame others for her problems, like most of the complainers who write here.

The tide is definitely turning in favor of legalizing the millions of undocumented immigrants--just last week moderate Republicans, conservatives, evangelicals, even the Christian right including Focus on the Family...all backed an immigration reform plan with a path to citizenship for them. So my suggestion to Cobb residents, officials, including the Sheriff and Commissioners, get on the right side of history and millions of good, welcoming Americans (all descendants of immigrants) and do not follow the path of Bull Connor, George Wallace and others who were left behind in oblivion.

That's a favorite tactic of you who love the lawbreakers among us and want to give them amnesty. It won't work, though. Your tactic of lumping all imigrants into one category is so thin that even those with the intelligence of a fence post can see through it.

Illegal aliens are just that. They are not undocumented workers. They are lawbreakers. they are leeches on society and they have no intention of gaining citizenship. They don't have the foggiest concept of the word and neither do you.

You and I are on different sides of the fence on this issue. And please quit saying that the immigrants are doing jobs that we won't do. Obama should add just a couple of additional requirements:

1. The immigrant must have verifiable employment.

2. In addition to no criminal history, they cannot be charged with a crime while on the work visa, i.e., driving without a license.

3. The cannot be on ANY type of public assistance, i.e., no food stamps, medicade, medicare, section 8, etc.

What does being a Muslim have to do with immigration?

A person's faith should not be a judge of their ability to do their job. Beyond any faith/religion he is simply not qualified and we are paying the price and now those that voted him in for his first (hopefully only) term will be paying with this action.

The ignorance you spew is the the same as those that hate/judge based on color. There was even a time that Catholics where victims of such ignorance. Why not learn history and see just how ignorant you are!

An undocumented person is an illegal person. Period. Immigration reform is sorely needed, but close the open gates first. Young people brought here illegally by their parents are in a sad situation. But that situation was caused by parents who've broken the law, and should be held accountable for their children's predicament. Not US citizens and legal immigrants.

I travel on mission trips to Central and South America. I'm required to show identification and a passport for whatever I'm doing, including cashing a check at a bank or getting a hotel room. Or any transaction anywhere. I have found zero tolerance for any indication that a person is not who they say they are.

Americans are compassionate, welcoming and tolerant. Otherwise, we'd all look similar like in Scandinavia. Why do you think it's so easy for illegals to mix in the population? Because of our goodness, our country is a huge mix of people, unlike anywhere else. Close the borders, then reform our immigration laws! The Monday rally sounds like a good observation post to view illegals celebrating their criminal activity.

He got caught driving without a license. I would not call that a "clean record". He could have caused all kinds of problems if he had been in an accident.

If Obama thinks a move like this is going to help him in November, he hasn't thought this thing through very thoroughly. Over 70% of American citizens oppose amnesty for illegal aliens. What Obama might gain in the Hispanic vote, he will lose over the broader electorate. He has ripped power from the hands of the people. With unemployment as high as it is and American families hurting, the last thing we need is more competition from foreigners -- on our own soil. Are we living in revolutionary times?

There are SO many people I know who have been involved in an automobile accident with an illegal immigrant with no insurance. I see this as a free pass to not do things LEGALLY in this country. I have! That's one maybe another will speak up for you "lib in Cobb". Was sitting at a red light in Roswell and hit in the rear by a 1978 Chevy van full of illegals. I couldn't move leaving me to only watch them run. Yes, ran and left me there in the intersection.

How would those of you questioning her comment like to have that happen to your daughter or wife?

exactly --this is going on all over the place. The employers are saying they like he work ethic of the illegal workers, so I guess you American citizens do not know how to carry orders to the table or to write them down or something, anything to justify lower wages for the boss man.
