Council member Cris Eaton-Welsh urged the group last week to place Kennesaw issues on ballots with the county, stating it would save the city $26,000 by eliminating special elections and draw a higher voter turnout.
Other members of the council said Kennesaw could get lost in the shuffle of Cobb County, state or national elections.
The council also passed a new anti-scavenging ordinance.
The new law is meant to deter metal theft, according to Police Chief Craig Graydon.
The rules add protection for commercial dumpsters and recycling bins to the existing law discouraging theft of household refuse.
If convicted under the new ordinance, offenders could face up to six months in jail, $1,000 in fines and 60 days of community service.
The council on Monday also unanimously accepted the annual audit, which Mauldin and Jenkins LLC deemed as clean with no administrative problems.
