EAST COBB - An east Cobb mother has begun an effort to recall school board member Dr. John Crooks.

"We don't want him anymore," said Carrie Nicholas-Welkis, who is spearheading the effort. She is among the parents who objected to Crooks' push to erect a 150-foot cell tower at Eastvalley Elementary, an issue that continues in Cobb Superior Court.

Crooks said Monday that he had no comment on the recall effort.

While the cell tower flap is the underlying reason for the recall, there are other reasons to oust Crooks, Nicholas-Welkis said. A separate lawsuit claims Crooks and other board members illegally voted in executive session to fire former North Cobb High School principal Dr. Lawrence Bynum.

Crooks has also acknowledged that it was his idea to have the seven school board members meet privately in pairs with Superintendent Fred Sanderson to view his proposed fiscal year 2010 budget before he unveiled it to the public earlier this year.

Crooks' four-year term expires December 2010. The Republican primary is July 20, 2010, with the general election on Nov. 2, 2010.

But Nicholas-Welkis is not willing to wait that long.

"We can't afford to have him in office 14 more months. That's how strongly I feel about this," she said.

She met on Friday with Cobb Elections Director Sharon Dunn to review the recall process and obtain an application for a recall petition.

School board Chairman Dr. John Abraham said Monday that he was unaware of the recall effort.

"I guess I'm disappointed. I'm disappointed that this happened. I support John Crooks," Abraham said.

Under the Georgia Public Officers Recall Act, a public officer can be recalled at any time during his or her term of office except during the first or last 180 days in office.

Recall is a three-step process: application for a recall petition, recall petition and recall election.

Dunn said the first step is to garner 100 signatures on the recall application. Nicholas-Welkis said Monday she already had 25 signatures on the application, which lists four claims: intent to mislead the public; lack of constituency engagement; violating the Georgia Open Meetings Act; and conduct unbecoming of an elected official.

She has until Nov. 16 to deliver all 100 - which must belong to people eligible to vote in the November 2006 race in which Crooks was elected - to the elections office for verification.

Crooks then has four days to petition Cobb Superior Court to review the assertions in the recall application.

If the first signatures are verified and the court declines to stop the recall effort, Nicholas-Welkis would receive recall petition forms and have 45 days to gather signatures of 30 percent of the active voters in Post 6. Nicholas-Welkis anticipates she will need about 14,000 signatures.

"We're going to have to get very organized," she said.

Once all of those signatures are gathered and certified, Dunn is required to call for a recall election to be conducted in 30-45 days.

If more than 50 percent of voters approve the recall, the office is immediately vacated. A special election to fill the vacancy would be conducted in 40-55 days.

Nicholas-Welkis plans to organize a community leader for each neighborhood in east Cobb Post 6 to help circulate the petition.

"Our goal is to have 100 captains collect 150 signatures. This will ensure we achieve our goal for the recall to proceed," she said.

"This sounds like a lot, but it should be noted, this happens successfully many times a year throughout our country. As a community, we are deserving of accountability and engagement and unfortunately this appears to be the only way we will make our voices heard to Dr. John Crooks," she said.

In the 2006 general election against Democrat Dr. Beth Farokhi, Crooks received 14,086 votes to Farokhi's 10,554 votes.

"sick to my stomach" hit the nail on the head!! I spoke with Banks on Tuesday and I lost count how many times he brought up his grandchildren in Cherokee County. He was not interested in listening to my opinions - despite the fact that he represents me as a parent of Cobb County students. I am very interested in learning more about any oranized groups that are forming to recall Crooks, as well as organized efforts to persue further actions against this newly adapted "balanced calendar."

Don't get me started on Banks, please. I'd sign a petition to recall him in a heartbeat. His "representation" of Cobb parents and children is nothing short of a travesty.

David Banks is so uneducated about our school system he couldn't even answer the questions presented him today at the board meeting. He voted for that balanced calendar so his grandchildren in Cobb and Cherokee could have the same summer vacation. He doesn't care one bit about our children!

I have to agree with the comment to OUST David Banks as well. This guy is a joke, he was the one last year calling for a new multi million dollar cobb county headquarters when they were rationing paper in the schools. He also was the "guest" speaker at my kids high school Natl Honor Society induction. I was embarrassed by his speech, he should have been too. All of us parents were looking at eachother saying "What?" The only reason and its a sad one, that he won the election, was because he had more signs--unfortunately there are alot of ignorant people who vote based on that kind of public relations.

When you are done with Crooks, want to oust David Banks? He ran on the platform of starting school after Labor Day (THAT WAS HIS MAIN PLATFORM) and now just a few months in office has decided to vote for the balanced calendar. He claims he changed his mind after doing some research. Really? Was he that unqualified for the position or did he just want to get elected?

I also love the fact that he abstained from the cell tower vote - does he need to research on that topic too?

How unqualified is this board?

This is good that FINALLY the CCSD board will see that constituents are SERIOUS!! Personally, why stop with Crooks? I think just about all of them need to be recalled....and then we need to focus on getting rid of Sanderson and make CCSD the school system it could be if it were run intelligently with leaders that actually were knowledgeable in best practices AND practiced what was in the best interests of parents, students and teachers. I HOPE this shows the other baord members and Mr. Sanderson that they are accountable and they CANNOT run this system any way they wish! Or, at least, if they do, there will be consequences.

To "spare me", first of all, YES, I am the same "FEMALE" you are referring to. For record, some of us have morals and integrity, unlike most of this Board. Also, for the record, my legal name is and has always been hyphenated although I go by my married name socially. Since a RECALL is legal proceeding, I am using my "LEGAL" name. So don't be so crude.

To "it's the voter's fault", NO, I didn't vote for John Crooks. Although he is the TRAIN WRECK we got. And if you pull your head out of the sand, you will see this is FAR more than a cell tower issue. However, maybe lying and breaking the law is acceptable for some Cobb County politicians.

To "anonymous", This is a lot of time and effort, but it is our constitutional right. Why am I wasting tax payors money? Why not blame John Crooks; maybe he should RESIGN and we can all call it a day? That save taxpayors money too.

Please someone with integrity stand up to the plate and run. I guess it is the type of person that chooses to run for office. That needs that validation the kudos the power, that chooses to run in the first place. If running for school board repulses you right now, maybe you are the one who should run. You are a different kind of person wouldn't turn into this monster after the election. It can happen. Think about it. We need a different type of person in there.

To Anonymous - I am fortunate enough to have "someone" for my area that is honest and trying to make things better - Bartlett - even though the others board members continue their deceptive practices and are trying to discredit her and make it look like she's just like them. She isn't and we are lucky to have her - can't say that for the rest of our board. And while I am at it, Abraham should be recalled too.

Also, if you think this is just about a cell tower, you are part of the problem. This is about so much more!

What are we going to end up with when that's done, more "change we can believe in"?

It's the voters fault because they elected a conservative republican minister! And I bet Ms.Nicholas-Welkis voted for him in the first place. What did you expect? Now you are unhappy about a tower in the school's backyard and you want everyone to pay for a recall issue that will be expensive and will not be successful. Get over the fact you lost about the tower and find a new cause to support with the money you are about to waste.

I for one did as much research and talked to every single candidate for all posts. Please someone tell me how to we get those out that just plain lied to the voters to get into office. There should be some recourse for the majority on the board right now who campaigned for one thing and then the minute they come into office they do a 360. How do we stop that???????????????

If you believe this is solely about a cell phone tower, you haven't been paying attention. The cell tower is just the latest in a series of blunders/obfuscations by this board. Does anyone believe the cell tower result would be different in any other post? No, this is the result of the entire board, but especially Dr. Crooks, not listening or responding to constituents' wishes, in addition to other violations which will apparently be outlined in days to come.

Check Youself....you hit it right on. There are (and were) plenty of candidates who had the best interests of the students and the district at heart, and were infinitely more qualified than some of those that are currenly serving. The amount of voters who actually listend to them and weighed the value of what they were saying was dismally low. Take advantage of the opportunities offered to become an INFORMED voter. You have a choice. What's the worst that could happen if you "cross party lines'? Can't go much lower than where we are now.

Personally, I think this recall iniative is a waste of taxpayer money when we are one year out from a mid term election. Even if the recall process is successful enough to gain a recall election, and the vote of that recall election is to recall, Dr. Crooks will still be eligible to run for his own seat in the special election that would have to be held. What does all this cost us ? And over a freaking cell tower ? Please. Far worse has been done on this school board by all of them.

To Fed Up- who do you think "someone" is? If you live in one of the posts of the people you name who you believe should be recalled, then you should be out there like Ms. Nicolas-Welkis. If you mean "take them on" in the sense of running against them, then go for it!

You cannot talk about not giving a darn about what the consituents and Kathie Johnstone in the same breath. She was a big player in driving the votes for the sweetheart deal to Apple for the laptops without concern for what the teachers or taxpayers wanted. As to Beth Farokhi, she is ridiculous. If she is running again, she should appoint somebody to keep her awake during any forums, and her husband should not be in the back of the room giving her hand-signals and coaching her on what to say. If he wants to speak for the candidate, he should be the candidate.I personally wrote to Dr. Farokhi and asked questions which have gone unanswered to this day. Finally, she put no party affiliation on her signs, and then went door-to-door telling people she was a non-partisan candidate, which was an outright lie. I wouldn't vote for Beth Farokhi to be dog catcher.

Sam Adams is right- it is apathy that leads to these candidates being in office.

Obviously, there is a problem when it takes 14,000, with cause, to recall Rev. Crooks and just a handful of voters elected Crooks. The legistlature needs to look into changing the law relative to write-ins and recalls. A serious and reasonable recall law would clearly make elected folks much more accountable when it comes to representing their constituency.
