David Banks, who represents northeast Cobb, said that he thinks the pay raise should be up for discussion and hopes that board members can move forward with his request and possibly approve it at the Aug. 25 nightly board meeting.
The resolution requesting the increase — which was obtained by the Journal, although not from Banks himself — says the “Cobb County School Board requests the Superintendent to increase the compensation to one-half of the reduced compensation in 2009 for all Cobb County School District employees effective January 1, 2012.”
In June 2009, the CCSD board approved a 2 percent pay cut for district employees recommended by former Superintendent Fred Sanderson.
“We took the 2 percent reduction in salary to keep from having to terminate people,” Banks said. “And last year it was so massive that we had to take a hard cut as far as the number of employees.”
Banks said the pay increase is appropriate given the district’s current budget situation.
“Also, I can say that in 2009, in an effort to help compensate some of (the pay cuts), we gave
teachers the balanced calendar, which is something that they really wanted and that didn’t really cost us anything, in fact it ended up saving us money,” Banks said.
With a majority of the board voting in favor of the traditional calendar in June 2011, Banks said he felt like a pay raise at this time was an appropriate thing to do.
“It’s something to do for the employees, and the resolution leaves it up to the superintendent as far as how it will be funded,” Banks added.
Banks said that he may have mentioned it Cobb’s new Superintendent Dr. Michael Hinojosa recently, but he couldn’t recall, and that he had not discussed the resolution with any fellow board members to date.
“I have talked to several people about it though ... some that are in education and some that are not,” Banks said.
Banks will also be discussing a possible substitute pay raise. He believes that because of the calendar change in June, there will be an increase in the need for substitutes for the 2010-11 school year.
“I want to discuss about having a range … one shoe doesn’t fit everybody,” Banks said. “You need a range on what you can offer because you may have to have a particular substitute.”
Banks added that he would like to see principals determine what salary would be offered to substitutes.
“Now they don’t have that option,” he said. “To me, it just gives a little more flexibility.”
The CCSD will meet in the boardroom at 514 Glover St., Marietta, at 8:30 a.m. Public Comments will be made during the first 30 minutes of the work session.

If it were even remotely true, Sanderson would have offered a calendar recommendation using this logic so that he could be the hero. He didn't because this latest Banks ploy is malarkey. There was no superintendent recommendation on the calendar.
Banks voted for and highly supported the current budget; if the Balanced Calendar was originally implemented as compensation for teachers, why didn't Banks state this ad nauseum during the budget process and calendar debacle so that a pay raise would be worked into the current budget? BECAUSE IT IS SOMETHING HE JUST CONCOCTED.
David Banks has proved to be a liar before, (saying he worked on the reapportionment maps with Rep. Ed Setzler). This is political grandstanding, plain and simple - he believes this will get him re-elected. What a joke. He is by far the craziest, most senile, idiotic embarassment that this county has ever witnessed, in any political realm.
